Frm: Wayne Spivak, Chief Instructor and Program Manager, Small Boat Course
for Local Law Enforcement
Subj: Class III for the PAPD has been approved -01/006

1.	The Port Authority Police Department has approved the budget for the
training of fifteen (15) officers from the JFK and LGA Police Commands for
2006.

2.	Training will take place exclusively at LGA this year.

3.	The PAPD has also been shopping for new vessels that will likely be
larger in LOA than their current vessel. Thus, our ideal vessel will also
increase in size to give Class III students the chance to learn on larger
vessels.

4.	The training is currently proposed for the June timeframe. Training
takes place during the following shifts: 0800 - 1600 and 1500 - 2300.

5.	The DIRAUX is requesting the following assets be volunteered by our
members in order to successfully provide this course:

	A.	Center console or walk around hulls, 25' to 30', preferably
with outboard engines (we will consider 18' up to 30'). The boats do not
have to be trailerable (except for the 18' to 25'), but that too would be an
advantage. Boats need to be volunteered for a minimum of 5 days (M - F)
with the vessel at the airport on a Monday morning, and it can be taken off
the airport on Friday evening. Vessels can be delivered early, and stay
later provided arrangement are made. The vessels will be under 24x7
security, while at the dock.

	B.	We need Coxswain and Crew, to cover these vessels based upon
current operating standards. Excess Coxswains will be assigned to crew
duties, on an as needed basis.

	C.	Instructors are needed. We provide the ABC course, as well
as a modified Coastal Navigation course.

	D.	Communicators. We will need Watchstanders to maintain radio
contact with all our vessels. We will set-up a mobile radio facility at the
airport.

6.	Commitments: The following are the minimum commitments required of
our volunteers:

	A.	Coxswain/Crew: full days. We will endeavor to utilized as
many volunteers as possible.
	B.	Instructors: Typically will teach sections of the course,
and may commit to as many sections as is needed. Again, we will endeavor to
utilized as many Instructors as possible.
	C.	Communicators:	1/2 day commitments are the minimum, with a
4 1/2 hour shift to allow for overlap and debrief of the relieved
Watchstanders.

7.	If you are interested in participating, please send an e-mail to
Wspivak at sbanetweb.com with the following information:

	A.	Name
	B.	email address
	C.	Qualification (Instructor/Coxswain/Crew/Comms)
	D.	Div/Flotilla
	E.	Boat (type, loa, power, etc)
	F.	What type of commitment you believe (this is an assumption
on your part) you can make (i.e.., number of days).

8.	Volunteers will be put on a distribution list for further
information as we develop this year's Course/Class.

9.	All vessels will be under reimbursable orders. All other members
will be under non-reimbursable orders (no travel, no meals - however it has
been our experience that the students are extremely gracious hosts).

10.	The purpose of this list is to keep Auxiliarists in the First
Southern abreast of current developments, policies, manuals, etc.

11.	Internet Release and Distribution is Authorized.

12.	oax(SR) Sends
