SUBJ: Small Boat Course for Local Law Enforcement (SBCLLE)-038/05

1.  The Small Boat Course for Local Law Enforcement (SBCLLE) will be run
again starting sometime in late May/ early June.  The Course, the second
given for the Port Authority Police Department, will be held at John F
Kennedy Airport.

2.  For this 10 day course, we need the following assets:

	A.	Boats - 21' to 29' walk-around cabins Trailered are ideal.
Other offers will be based on needs.  All boats will be under orders and
will remain under orders throughout the period they are at JFK as well as in
transit.

		1.	Boats will be housed on the Airport, with 24/7
security.  Those boats that are moored at the Airport dock, will also have
24/7 security.  

		2.	I request that boats be offered on a weekly basis (M
thru F) if possible,
with boats arriving either Monday before 0900 (fully fueled) or Sunday
before (with prior arrangement).  Boats will be released on Friday night and
may be removed then or on Saturday with prior arrangement.

		3.	Unless boat-owner is available for week, I would
like to have thability to assign another available coxswain to vessel.  This
can be accomplished by adding the coxswains who sign up to your list of
acceptable coxswains. 

	B.	Instructors - We will be teaching the Basic Navigation
Course, so Instructors with appropriate experience should contact the
training team. Instruction is in the 0900 - 1200 timeslot, typically, and
you may sign up as an instructor for one or more chapters and/or modules.

	C.	Boat Crew: We need qualified Boat Crew and Coxswains. The
course operates either 0900 - 1600 or 1400 - 2100.  For each Auxiliary
Facility, we need a Cox and Crew.  For the PAPD vessel we need a
Coxswain/Boat Crew.  Coxswains and Boat Crew should be familiar with the
Basic Navigation Course and the Boating Course, and be prepared to teach
while on-the-water.

		1.	If possible, I would appreciate, with the exception
of Instructors,
that Boat Crews be available for the entire course.

	D.	Radio Facility:  We request one mobile radio facility (with
AUXNET frequencies) be made available and/or Auxcom member to run that
facility.  In addition, if your vessel or crew members have AUXNET capable
radios, that they be brought.

	A.	Name
	B.	Member Number
	C.	Division/Flotilla
	D.	Qualification (Instructor/Boat Crew/Coxswain and AUXCOM)
	E.	Copy of your Member ID
	F.	Copy of your Driver's License
	G.	AUXNET capable Radio (Handheld, Mobile (vehicle/boat) and
Radio Call Sign.
	H.	Availability during those time periods mentioned - please

4.	Last year's course trained approximately 20 Police Officers.  The
members of the SBCLLE Team show true professionalism, dedication and
provided an excellent course.  This year, we've made some improvements from
lessons learned, and hopefully will provide an even better course. 

5.	This year's program may be run twice, allowing us to train over 35
Police Officers.  In addition, we may run a Train the Trainer course for the
PAPD.

6.	The SBCLLE is an excellent way to foster closing working
relationships with local law enforcement.  I urge you to judge your
available time commitments and participate. Last year's course was a huge
success and opened up a dialogue with the PAPD that continues in a positive
vein today. In addition, it was a lot of fun for the instructors and the
students.

7.	The purpose of this list is to keep Auxiliarists in the First
Southern abreast of current developments, policies, manuals, etc.
